Renting in Yolo County
Yolo County is anchored by Davis, home to UC Davis and one of California's tightest college-town rental markets. Despite extreme demand pressure โ vacancy rates near zero in recent years โ Davis has never enacted a local rent cap or just cause eviction ordinance. What the city does have is a real, well-documented Rental Housing Inspection Program requiring registration and periodic habitability inspections, plus a separate landlord-tenant relations ordinance addressing harassment and retaliation. AB 1482 is the only rent cap and just cause protection that applies to Davis renters.
โ No Local Rent Control โ State Law Applies
AB 1482 applies the same way throughout Yolo County. Davis has no local rent cap โ its local ordinances instead cover registration, habitability inspections, and landlord-tenant relations (harassment/retaliation protections), none of which limit rent increases.
- โ Davis has no local rent cap or just cause eviction ordinance โ AB 1482 is the only protection of that kind that applies
- โ Davis Municipal Code Article 18.11 (adopted March 2017) requires all rental properties, single-family and multi-family, to register with the city and pass periodic habitability inspections before being lawfully rented
- โ A separate Article 18.02 "Landlord-Tenant Relations" prohibits harassment and retaliation โ including refusing to accept or cash lawful rent payments โ and protects tenants' right to organize
- โ Davis requires a 21-day security deposit return deadline WITH 5% annual interest paid to the tenant โ more protective than the general California baseline, which does not require deposit interest
- โ UC Davis enrollment of roughly 39,000 students creates severe rental demand โ vacancy rates have been reported below 1% in recent years
