Humboldt County on California's rugged North Coast is home to Cal Poly Humboldt (formerly HSU) in Arcata and historic harbor city Eureka. Arcata does have a real but much narrower Mobilehome Rent Stabilization Ordinance that caps space rent increases in mobile home parks specifically; it does not apply to apartment or house renters.
