Renting in Los Angeles County
Los Angeles County is home to over 2.5 million renters โ more than any other county in California. The City of Los Angeles has one of the nation's strongest rent stabilization ordinances (the RSO), covering over 600,000 units. Many other cities within the county have their own equally strong protections. If you rent in LA County, you likely have significantly stronger rights than state law alone provides.
โ Local Rent Control Protections
City of LA: multi-unit buildings built on or before Oct. 1, 1978. Unincorporated county: similar pre-1978 rules. Many other cities have own RSOs.
- โ Landlords must register RSO units annually with HCIDLA and pay registration fees
- โ Rent increases require a 30-day written notice (90 days if 10%+)
- โ Relocation assistance required for no-fault evictions (1โ3 months rent)
- โ LA City Just Cause Ordinance (JCO) applies even to non-RSO units after 12 months
- โ LA County (unincorporated) has its own RSO and just cause protections since 2020

Governing Law: LA City Just Cause Ordinance (JCO) + RSO just cause provisions
City of LA JCO covers tenants in non-RSO units after 12 months of tenancy. RSO units have even stronger just cause protections. County unincorporated areas covered under separate ordinance.
