Renting in Sonoma County
Sonoma County has been shaped by wildfires and rapid growth. The Tubbs Fire (2017), Kincade Fire (2019), and others destroyed thousands of rental units, creating severe housing shortages. Despite years of organizing, Santa Rosa voters rejected a comprehensive rent control ordinance in a June 2017 referendum (Measure C) โ no city in the county has ever successfully enacted a local rent cap. Petaluma passed a narrower just cause eviction ordinance in 2022 that does not cap rent. In September 2024, Sonoma County adopted a Residential Tenancy Protections Ordinance, but it applies only to unincorporated areas outside any city's limits.
โ No Local Rent Control โ State Law Applies
AB 1482 applies the same way throughout Sonoma County โ Santa Rosa, Petaluma, and every other city rely on it exclusively for rent caps. Petaluma has a separate local ordinance for eviction protections only; it explicitly does not address rent increases.
- โ Santa Rosa City Council passed a comprehensive rent control and just cause ordinance in 2016 (Ordinance 4072) โ voters rejected it in a June 2017 referendum, 52.5% to 47.5%, and it never took effect
- โ Petaluma's Residential Tenancy Protections (adopted 2022, amended 2023) provide just cause eviction protection from day one of tenancy, but do NOT create any local rent cap โ Petaluma renters rely on AB 1482 for rent increase limits
- โ Sonoma County's Residential Tenancy Protections Ordinance (adopted September 17, 2024) strengthens just cause and relocation rules, but applies ONLY to unincorporated areas โ it does not reach inside Santa Rosa, Petaluma, or any other incorporated city
- โ Post-wildfire price gouging protections under state law cap rent increases at 10% above pre-emergency levels during a declared state of emergency
- โ Rohnert Park, Windsor, Sebastopol, and Cotati โ along with Santa Rosa โ rely on AB 1482 only

Governing Law: AB 1482 (12-month threshold) countywide + Petaluma day-one just cause ordinance + Sonoma County ordinance for unincorporated areas
Most Sonoma County tenants get just cause protection through AB 1482 after 12 months. Petaluma tenants get it from day one of tenancy under the city's own ordinance. Tenants in unincorporated Sonoma County get enhanced protections under the 2024 county ordinance โ but this does not extend into any incorporated city.
